Pooling our resources

Tucked away behind the green door of 39 Merrion Square, 28 individuals from 12 different countries are all conversing one common language 'Pool Market Operations'.

This is the first year of the new 'Excellence in Health and Safety Awards' within ESB Power Generation and it replaces the earlier annual Safety Awards. The new Awards, which use a new and very comprehensive methodology to rank entrants, underline Power Generation's commitment to safety across the business. Speaking at the announcement of the winners, Executive Director, Pat O'Doherty, congratulated the winners and all the participants in the competition.

As part of the ESB All-Island Market (AIM) Programme The Pool Market Operations (PMO) project is developing a common IT solution. It will facilitate three ESB business units: ESB Power Generation, ESB International and ESB Customer Supply to participate in the Single Electricity Market (SEM).

The SEM becomes operational on the 1st Nov 2007 with a Market Trials Phase commencing on the 16th July 2007.

What will PMO do?
The system will support the following areas of functionality:

  • Supplier/Generator Unit Setup & Registration Details
  • Bid Management & Offer Submission
  • Market Data Capture & Management
  • Generator Data Validation
  • Generator Energy & Capacity Settlement
  • Supplier Energy & Capacity Settlement
  • Supplier Credit Cover Monitoring
  • Supplier Credit Cover Forecasting
  • Supplier Cashflow Forecasting
  • Settlement Re-allocation
  • Support Dispute & Query Management with the Single Market Operator
The system will also interface a number of key ESB business unit systems.

Who's who on PMO?
The project is centrally managed within the AIM Programme and is headed-up by an ESB Project Manager - Mark Fowler, IT Consulting, CIO.

The Business Team
The Business/Functional Team is a unique mix of Business Unit representatives, Industry Experts and Lead Consultants Accenture having the role of Lead Consultant across the AIM Programme. Claire Gardener is the Accenture PMO Lead, while Cassandra Ryan, ESB Customer Supply, Jenny McGovern, ESB Power Generation and Mick Quigley, ESBI/Accenture are the Business Unit Leads, performing a critical role in liaising back to their Business Unit Programmes on all aspects of the integrated design.

The other Business Unit representatives are, Deirdre Groarke, CS, Aine Griffin, CS/Accenture, Deirdre Brady, PG/Accenture, Tom Bowcutt, PG/Real-Time Engineering and Siobhan Coughlan, ESBI. LODESTAR - the Software Implementation Partner ESB have engaged the services of LODESTAR to provide an integrated solution to satisfy the project objectives. The LODESTAR team is managed by Alan Cooper and consists of a number of functional and integration specialists from their European and US offices. The solution will consist of:

  • A configured Pool Market Operations system using a number of key modules LPSS, EIP and LTMH. It will be costeffective, flexible and able to process a high volume of data and transactions.
  • An 'open' architecture with the flexibility to cater for growth in both capacity and capabilities as required by ESB's changing business and information management needs

Technical Delivery (CIO Organisation)
Garbhan Blake, CIO, is the Technical Delivery Manager for the PMO project. CIO are providing the system hardware and software hosting environments for PMO and the Enterprise Application Integration environment (utilising the SAP XI engine) a critical aspect of the PMO integration to both the Single Market Operator's system and all three Business Unit systems.

Pat Lyons, CIO, and Shane Dalton, CIO, are also full-time members of the PMO Configuration Team and will allow CIO to have critical system technical knowledge when the PMO solution enters into its operational life.

Project Governance
The project is overseen and regulated by a Project Board, chaired by Brian Dowd, AIM Programme Manager, with representatives from each of the three business units programmes - Ciaran Doran, ESB Customer Supply, Brendan Barry, ESB Power Generation and Pat Eccles, ESBI - and the key delivery organisations: LODESTAR (Julien Grues) and CIO Organisation (Eamonn Allen).

The AIM Central Programme provides a number of key support services for PMO in the areas of Financial Control, Programme Office, Design Authority and Market Liaison.

From an empty building to Market Trials
For a project that mobilised in October 2006, completed its design blueprint by Christmas, and built its core solution by end April, much credit goes to the staff and consultants involved and associated with the project to-date.

A dedicated and selfmotivated group of people is a major asset to this project and to the organisations that they represent. All of the project team are keenly aware of the challenges facing the project over the next few months and a huge effort is underway to ensure all goes according to plan for ESB Customer Supply, ESB Power Generation and ESB International when the SEM Market Trials kick-off on the 16th July 2007.
