PMO delivers SEM changes

Following the successful delivery of the Pool Market Operations (PMO) system for the introduction of the Single Electricity Market (SEM) in November 2007, the teams in 39 Merrion Square should have been able to look forward to a relatively stress – free time. However, the opposite has been the case as they have been readily occupied engaging with the Single Electricity Market Operator (SEMO) to ensure the ESB is ready for mandatory market changes.

Following consultation with Market Participants and other interested parties, SEMO implemented their Day 1+ Project which went live on 16 January 2009.

This year-long work programme included improvements to the current central market systems, such as the automation of credit cover data and publication of market information such as aggregated loss adjusted net demand (Market - NDLF).

These improvements and new data enables ESB to participate in the SEM with increased efficiency and accuracy.

In parallel to this work, the PMO Project 2008 team implemented a work stack of changes to ESB's PMO system for business users in Power Generation, Customer Supply and ESBI. This included additional reporting functionality and performance improvement features. These changes have been well received by users as some of the comments below indicate: Comments from Business Units: "The PMO team has delivered key inputs to PG's Station Signals Report. This target based monthly reporting application is the vehicle through which the changing commercial and behavioural requirements of the Market are communicated to PG's generation plant."

Rory Mc Gowan, Energy, Trading & Regulation, Power Generation "The publication of aggregated loss adjusted net demand is a significant improvement to Customer Supply for forecasting and planning purposes. It aids our Modeling and Risk Management team (MRM) to forecast and complete market share calculations and enhances our overall market intelligence capability."
Niall Doherty, Settlements Manager, Customer Supply

PMO Project 2008 Milestones
The PMO Project 2008 comprised of three distinct releases:

Release 4 This was successfully deployed in June 2008 and contained business unit driven changes, enhancements and removal of manual workarounds.
Release 5a which was successfully deployed in October 2008. This contained business unit driven changes and enhancements.
Release 5b which was deployed on Monday 19 January, once successful deployment by SEMO of their Day 1+ changes were confirmed. This aligned ESB systems with SEMO systems.

About PMO

Who's who on PMO..?
The project is centrally managed by Regulatory Affairs and is headed-up by an ESB Project Manager – Maeve Rudden (IT Consulting, ICT).

The Team The project functional team is a unique mix of Business Unit representatives, Industry Experts and external Consultants. The technical team included external IT vendors the SAP XI team and the Applications Management team within ICT.

The PMO Competency Centre team performed a critical role in liaising back to their Business Units throughout the project.

Project Governance
The project is overseen and regulated by a Project Board, chaired by Fergal Egan, Regulatory Affairs, with representatives from each of the three business units programmes – Anne Ruddy, Customer Supply, Michael Hanley, Power Generation and Dave Vaughan, ESBI - and the key delivery organisation: ICT, Eoghan Barrett.

What's next for PMO?
Life doesn't stand still in the SEM or in the PMO team. A new project has been mobilised for 2009, to deliver new requirements from business users and further proposed changes in the market.

The new project has been named the 'PMO Da Vinci Project' which hopefully will inspire the team with the association to its distinguished namesake.
